Perfect Cell vs Goku : According to Wiki, Goku ranks evenly without Cell using even half of his potential.

Dabura vs SSJ2 Gohan : According to Vegeta, Gohan wasn't even half as good as Vegeta, or even half as good as Gohan was during his fight with Cell.

Based on the two statements, it can be said that Cell vs Dabura will be an even fight. Dead even. Cell's regenerates, while Dabra spits. But then again, Goku could've finished Cell with the powerful Instant Kamehameha, while Gohan could've just used the attack which he used during Buu's hatching, (it was gold colour, insanely awesome & poweful as well).

In the end, you can only classify the case as a draw..
You got that from the Dragonball Wiki, did you? I would like you to provide the sources for those two statements, because as far as I'm concerned, they're baseless assumptions, and the second one is just wrong.

And the color of Gohan's Kamehameha doesn't really matter, I don't think. It's just the animation teams picking and choosing really.
Yeah, I got that statement from DragonBall Wiki. I searched for DBZ Android 18, the Power/Usage of techniques. It states that Android 18 is inadept to fight even against post-max human absorbed Cell. However, Semi-Perfect Cell was trounced by Vegeta as an Ascended Super Saiyan, while Goku ranks evenly against Cell, without Cell using half of his potential. This easily pinpoints Android 18's power, that she maybe stronger than a Super Saiyan (any unmastered Super Saiyan, as well as well above Frieza/King Cold, but weaker than any Mastered Super Saiyan).

As for the second one, I got that after watching the anime. U know, when Gohan turned SSJ2 against Kibito at the pre-Buu Saga, before being ambushed by Spopovich, etc. He DID have every trait of a SSJ2, yet, Vegeta proclaimed that "He was much stronger when he was a kid". ( I watched it in the Original Version, I read the subtitles, that's what I saw).

Besides, during one of the two episodes, where Goku, Gohan, Vegeta & Supreme Kai waited in Babidi's Spaceship, (post Vegeta vs Pui & Goku vs Yakon), they waited for TWO entire episode.

During one of them, Goku sat down, gazed at Gohan (backview, and said that Gohan, you haven't been training since I was dead..) Sorry again, since I watched it only in original version and couldn't state the episode names.. Later, Vegeta said that statement: The second statement.

The colour of Gohan's Kamehameha really matters. Coz, in the manga, its obviously black and white. But in the anime, specifically in the original Version, Gohan said that he would give his full-power. Take note because I said it was in the Original Version, which matches the manga. Gohan powered-up into SSJ2, but it has no traits of it like the electrical sparks, so, it can be safely assumed that Gohan in fact was a Full-Power Super Saiyan. But then, he has one hair hanging lose. See, it might be the animators error, but then, after watching it in youtube, I was shocked to find out that Gohan said Kamehameha in the Dub, while in its Original counterpart, it was silent. Lookin forward for ya reply..

The thing is, neither of those statements is said in the manga. Vegeta says Gohan was stronger as a kid twice, but he doesn't specify by how much. Half is just something some fan made up without thinking of what it would actually mean for power comparisons. The same goes for Cell using half his power against Goku. There's no statement made about how much power he was using there.

The Kamehameha is the same color in the manga, so it would be the same color no matter who uses it at what level of power. The anime switches the color of ki attacks all the time. For example, in one instance, SSj4 Goku's 10x Kamehameha is blue, and in the next it's red for no explicable reason.

Well, at least I provided my source of information. Its not that I made things out of thin air. So, overall, its all assumptions.
